We were invited for thedesign, first in the form of a tender plan, by the institution in charge of the city\u2019s investment. The program included a multi-purpose municipal auditorium, a smaller hall for the local world-famous Cossack dance formation and a county library. Our plan also considered theestablishment\u2019s relation to the city centre and its placement in the network of institutions. Furthermore, we assessed the technical and cityscape aspects of locating it on the island. In our plan we placed these three main functional elements under one freely-fluctuating cover, emerging from the ground in the dimensions provided by the island.
