The ‘Flower Lipetskaya’ is proposed to be built on the island of river Voronezh passingthrough the centre of the approximately 500,000 capita industrial city. We were invited for thedesign, first in the form of a tender plan, by the institution in charge of the city’s investment. The program included a multi-purpose municipal auditorium, a smaller hall for the local world-famous Cossack dance formation and a county library. Our plan also considered theestablishment’s relation to the city centre and its placement in the network of institutions. Furthermore, we assessed the technical and cityscape aspects of locating it on the island. In our plan we placed these three main functional elements under one freely-fluctuating cover, emerging from the ground in the dimensions provided by the island. We presented our plansat the city council meeting and even though they were received with great success, they werenot followed by a commission.
